Approved - RFC-5854 Production Blackboard Vista F5 Maintenance

On Sunday, November 8, 2009, 6am to noon, maintenance will be performed on the production Blackboard Vista F5's to help address a server interface problem. Blackboard Vista will be unavailable during this time. This downtime was worked out with TLT.
